Foreign embassies are helpful for people traveling out of their country. Find your embassy and you are good to go. Most people travel to a nations capital like, Paris, France or Tokyo, Japan. Place the embassy where it is most likely to reach the people who need it. That is why you would place it in the most travelled city: the capital.
