permafrost may be soil or rock ,permafrost is formed by the freezing of soil or rock for more than two years regularly.It's name is given permafrost because it is frozen for all time that is permanently frozen.So for its formation it is made up of soil rocks and frozen water. Permafrost is mainly occur where there is high attitude
